National Program NP "Young scientists and postdoctoral students - 2"

The national program "Young Scientists and Post-Doctoral Students - 2" is a continuation of a good practice for attracting and supporting the career development of young scientists and post-doctoral students in Bulgarian public scientific organizations and state universities. The program is also in fulfillment of specific objective 3 of the National Strategy for the Development of Scientific Research in the Republic of Bulgaria 2017-2030, namely-attracting and retaining talented young people for scientific research work and introducing supporting measures to make Bulgaria an active participant in The European Research Area. Through its implementation, young scientists and postdoctoral fellows will be encouraged towards scientific research work and their career development will be supported. As a result, sustainable development and reproduction of scientific capacity at the national level will be achieved. The program is also in implementation of the recommendation of the international evaluation panel implemented within the framework of the European Union Framework Program for Research and Innovation (Horizon 2020) Instrument for Policy Support, which refers to the promotion of young scientists and postdoctoral fellows, and helping to develop their careers.

Competition for young scientists and postdoctoral fellows under the National Program of the Ministry of Education and Science "Young scientists and postdoctoral fellows – 2"

Competition for young scientists and postdocs (postdoctoral fellows) is held under the terms and conditions the national program of the Ministry of Education and Science "Young scientists and postdoctoral fellows" 2 and the instructions announced to it

The competition is announced in two modules:

  • Module 1 – Young scientist (YS);
  • Module 2 – Postdoctoral (PD):

In order to be eligible to participate in the competition, candidates must meet the relevant definitions as follows:

  • A "young scientist" is a person who performs scientific research and scientific-educational activities in a university and/or scientific organization after acquiring the first educational-qualification master's degree, but no more than 10 years after its acquisition.

During their participation in the program, applicants must accomplish the definition of young scientist (YS). They must meet the minimum national requirements for the position they will hold in the scientific fields and/or professional fields in which they are applying, according to the Law on the Development of the Academic Staff in the Republic of Bulgaria and the Rules for its Implementation. Candidates for this module can be:

  • newly hired under the program at the University of Economics – Varna, who meet the condition for a young scientist;
  • holding the academic position of "assistant" or "chief assistant" (with a minimum of six months of experience at the date of application) and are on an employment contract at UE – Varna;
  • PhD students dismissed with the right of defense and assigned to an employment contract at UE – Varna;
  • PhD students in part-time study or independent study, enrolled at least six months before the date of application at UE – Varna and assigned to an employment contract at the university;
  • specialists with higher education who meet the condition for a young scientist and are on an employment contract at UE – Varna;
  • A "postdoctoral" is a scientist who has obtained a first Educational and scientific degree ESD "Doctor", but not more than five years before the time of application for the program [1].

Candidates for this module can be scientists with an acquired ESD "Doctor" in the country or abroad. They must meet the minimum national requirements for acquiring the ESD "Doctor" in the scientific fields and/or professional fields in which they apply.

In the "Postdoctoral" module, it is mandatory to apply by submitting a project proposal that meets the following requirements: it must be on a current topic and at a high scientific level, it must contain a detailed work program for the project period and a detailed financial plan, accompanied by a justification. The proposal is submitted in Bulgarian or in English for a candidate from another country.

Stages:

Program participants must meet the above definitions for the entire period of its implementation (its current stage).

The program will be implemented in two phases of 18 months each, as follows:

  • Phase I, 18 months, 2022 – 2023 (completed);
  • Phase II, 18 months, 2024 – 2025.

    3. Copy of a diploma for an acquired master's degree;
    4. Certificate of proficiency in a foreign language;
    5. Description of the candidate's previous scientific work;
    6. List of scientific publications;
    7. List of scientific projects in which he participated;
    8. List of participations with reports, posters, presentations in scientific conferences;
    9. Motivation letter with a work plan for the future scientific work for the period of the program (scientific field, goal, tasks, methodology of the experiments, schedule for the implementation of the program, expected results. incl. planned number of publications in journals indexed in Scopus and Web of science and a detailed financial plan, accompanied by a justification for anticipated expenses, according to item 9.1 of the item "young scientists and postdoctoral students – 2") – up to 5 pages;
    10. Other materials proving the professional qualities of the candidate at his discretion–copies of received awards, diplomas, certificates of participation, etc. (received in the last two years from 2021 to present);
    11. Declaration of lack of double financing (by sample);
    12. Declaration of publicity of the publications made as a result of implementation On the program (by sample).

Guidelines and methodology for application and methodology for evaluating projects in the "Young Scientists" module of the NP "Young Scientists and Postdoctoral Students - 2" according to a selection competition announced by UE – Varna.

2. Documents for participation in a competition for postdoctoral students:

  1. Application form;

  3. A copy of the diploma for the acquired ESD "Doctor";
  4. Certificate of proficiency in a foreign language;
  5. Description of the candidate's previous scientific work;
  6. List of scientific publications;
  7. A list of scientific projects in which he participated;
  8. List of participations with reports, posters, presentations in scientific conferences;
  9. A project proposal that meets the following requirements: to be on a current topic and at a high scientific level, to be accompanied by a detailed work program for the project period, expected results. incl. planned number of publications in journals indexed in Scopus and Web of Science and a detailed financial plan, accompanied by a justification and a detailed financial plan accompanied by a justification, with anticipated expenses according to item 9.2 of the NP "Young scientists and postdoctoral fellows – 2";

  12. Declaration of publicity of the publications made as a result of implementation of the program (by sample).

Deadline for submitting documents: 16.08.2024 until midnight.

The submitted documents will be confidentially examined and classified by a commission appointed by order of the rector and whose decisions are subject to approval by the governing bodies of the university.

Employment contracts will be concluded with the ranked candidates and they will receive remuneration for the research activity carried out.

[1] According to State Newspaper (Acc to DR in ZNNU DV, 39/2024 ) the term is 8 years after acquisition of the ONS "Doctor", and this period does not include periods of maternity, temporary incapacity, etc., in which the person is objectively unable to carry out research activities, but for the needs of stage 2 of the Program, the definition valid at the time of the start of the Program is used.
