The admission of foreign students from non-EU and non-EEA states is determined based on the applicant’s documents.
The applicant must meet the following requirements:
1. The grades in Mathematics plus one optional subject on their secondary school diploma must be higher than 62% of the maximum grade according to the grading scale in the country where secondary school diploma was obtained.
For example:
Average grade in Mathematics: 60/100
Average grade in Geography: 70/100
Average grade in Mathematics and Geography: 65/100
2. The application documents must be submitted by September 30th of the respective year.
3. For majors delivered in English language, the applicant must verify his/her English language proficiency by:
- Presenting an internationally recognized certificate confirming B2 or higher level of language proficiency according to the Common European Language Framework

4. For International Tourism major delivered in Russian, the applicant must verify his/her Russian language proficiency by:

EU and EEA applicants take part in the selection procedure applied to Bulgarian citizens and can be enrolled for studies subsidized by the Bulgarian government or for paid studies. In both cases, if the secondary school diploma is issued by an institution outside Bulgaria it must be recognized by the Regional Inspectorate of Education. Applicants who doesn't have a good command of Bulgarian/English language but would like to study in a programme thought in Bulgarian/English, they can first join the 9-months preparatory course in Bulgarian/English language.
For all programmes taught in Bulgarian language the applicant will take part in the selection procedure with the following secondary school results:
1. The average secondary school grade
2. The grade of Bulgarian Language and Literature from the secondary school diploma. In case such grade is missing, the applicant must sit an exam corresponding to the matriculation exam in Bulgarian Language and Literature organized by the Regional Inspectorate of Education or sit a language exam at UE-Varna.
3. The grade of Mathematics from the secondary school diploma.
4. The grade of one optional matriculation exam form the secondary school diploma or the grade of an admission exam organized by UE-Varna. In case such a grade is missing the grade of Mathematics from point 3 must be doubled.
For all programmes taught in English/Russian language the applicant will take part in the selection procedure with the following secondary school results:
1. The average secondary school grade
2. The grade of Bulgarian Language and Literature from the secondary school diploma. In case the diploma is issued by an institution outside Bulgaria and such grade is missing, then the grade from the secondary school diploma of the official language of the country is taken.
3. The grade of Mathematics from the secondary school diploma.
4. The grade of one optional matriculation exam form the secondary school diploma or the grade of an admission exam organized by UE-Varna. In case such a grade is missing the grade of Mathematics from point 3 must be doubled.
For all programmes taught in English/Russian language the applicant must certify his/her knowledge of English language by one of the following means:
1. The grade of a matriculation exam on English/Russian language from the secondary school diploma (min. Very good 5,00);
2. An internationally recognized certificate confirming B2 or higher level of language proficiency according to the Common European Language Framework
